中国油气国际合作区域战略研究  

On the Strategy of World Key Oil and Gas Regions in the International Cooperation of China

摘　　要：中国油气国际合作广度和深度不断加大,应注重区域差异。油气资源在世界上的分布大体上可以确定为六大重点区域。文章提出了特征—功能定位—合作策略(Trait-Functions-Tactics,TFT)三位一体的国际油气合作区域战略选择的逻辑范式。根据国际油气区域合作逻辑模型以及全球油气重点区域特征,将世界油气六大重点区域在中国油气国际合作的战略功能定位划分为四个类型,即国家油气供应安全战略保障型、国家油气供应安全战略支撑型、国际油气合作拓展型和国际油气合作市场型。根据不同战略功能定位,提出相应的油气国际合作区域战略。In pace with the further expanded and deepened international cooperation of China in the oil and gas fields, it should be laid emphasis on the characteristics of the key oil and gas regions. There are big and large six key oil and gas regions in the world. On the basis of the regional strategy structural model of international cooperation in the oil and gas fields, as well as the terms characteristics of the key oil and gas regions in the world, the six key oil and gas regions would be divided four styles of strategic functional orienting in the oil and gas international cooperation of China, namely, the style of safeguarding national oil and gas supply security, the style of supporting national oil and gas supply security, the style of expanding the China＇s oil and gas international cooperation, and the style of China＇s oil and gas international cooperation in line with the market mechanism. According to various styles of strategy functional orienting, the corresoondin~ strategies are trot forward.
