小城镇建设中新型社区公共治理架构重组——基于对山东省青阳镇的调查

摘　　要：我国城镇化发展的现状及政策发展的基本态势都在推动小城镇建设时代的来临,在这场已拉开帷幕的社会变迁面前,社区重建、基层组织重构、"新农民"与"新市民"的身份转移、生态环境建设等问题都摆在基层公共管理者面前,科学规划基层自治的单位,建构基层自治组织合理的运行机制,通过社区重建生态平衡将是解决问题的重要落脚点,但是仅靠基层的努力还是不够的,宏观上仍需要相应的法律、财力等制度支撑。The urbanization of the small town has been coming with the issues, which is the reconstruction of the community and the grassroots-level organization, identity transfer of the ＂new farmers＂ and ＂new citizen＂ and ecological environment. For the person of the public governance, scientific planning to the grassroots-level autonomous units, constructing the basic operation mechanism of autonomous organization reasonable, reconstructing the ecological balance will be the key issues in the urbanization of the small towns in China, but only by the grassroots efforts are not enough, the macroscopic still need to support the corresponding legal, financial system.
