摘　　要：社保基金投资基础设施建设,有助于缓解建设资金匮乏矛盾,开拓基金保值增值新渠道。基础设施项目风险相对较低,周期长、收益稳定,符合社保基金投资运营要求,在发达国家已有成功先行经验。推动社保基金投资基础设施建设,必须放松当前机械僵化的基金投资运营限制,建立集中高效的投资管理体制,在安全性前提下由间接投资入手、逐步过渡到直接投资领域。Social security fund invested in infrastructure helps to solve the financing problems in construction, maintain and increase the fund value. Its feasibility lies in the relatively lower risks, longer operation cycle and more stable return of infrastructure projects, as well as mature experience from developed nations. To push forward the trend, it is necessary to unfasten the rigid limitations on social security fi,md investments and set up a centralized and efficient investment management system. It is advised to begin with indirect investment and then enter direct investment area at appropriate time to ensure the safety of the fund.
