当代中国民族政治发展的价值目标、基本内容及其实现逻辑

摘　　要：当代中国民族政治发展的价值目标可以区分为现实目标、根本目标和功能目标;民族政治发展的基本内容是完善民族地区政治权力结构、促进民族政治文化世俗化、提升民族地区自治机关能力、推动大众政治参与发展、推进基层政治一体化进程与提高政治整合度;而民族政治发展的实现逻辑则是大力发展社会生产力、构建"集分平衡"的中央与民族区域自治地方关系、构建一元主导多元并存的中国特色社会主义的民族地区和谐政治文化体系、完善和扩大少数民族政治社会化与政治参与渠道、培养一大批具有高政治素质的民族干部,等等。The value target of the development of national politics in contemporary China can be divided into realistic goals, fundamental goals and its functions. The basic contents of the national political development include： the perfect national political power structure, the secular political culture in national regions, the ability of regional national autonomy organ, the pro- motion of the development of mass political participation, the promotion of the process of grass-roots political integration, and the improvement of the degree of political integration. The realization logic of national political development is to greatly develop so- cial productive forces, to construe the relationship between the central and local governments on the basis of concentration and di- viding balance, to construe the harmonious political cultural system with Chinese characteristics in the nationality regions in which unitary dominance and multi-elements coexist, to perfect and enlarge minority political socialization and political participation channels, and to train many nationality cadres with high political caliber.
