走向经济犯罪的恐怖主义——经济全球化背景下恐怖主义犯罪的新趋势及其对策分析

摘　　要：与传统的政治恐怖主义相比,经济全球化时代恐怖主义犯罪呈现出新的趋势,恐怖主义犯罪从产生的原因到活动目标与领域、再到犯罪手段与方式都发生了新的变化,恐怖主义犯罪正从政治犯罪走向经济犯罪,形成了包括以攫取非法经济利益为目标和以破坏经济秩序为目标的经济恐怖主义、及恐怖主义融资与洗钱犯罪等多种形式的经济恐怖主义犯罪。经济恐怖主义严重危害国际经济政治秩序,只有通过建立新的合理的国际经济新秩序、建立打击经济恐怖犯罪的新的国际合作机制、强化经济恐怖主义犯罪刑事程序特别立法、运用经济、科技等综合性手段打击经济恐怖主义,才能应对经济恐怖主义的新挑战。Compared with the traditional political terrorism, terrorism crime presents a new trend under the background of economic globalization, while undergoing new changes in all respects, it is changing from political crime to economic one and becomes the economic terrorism including seizing illegal economic interests, destroying the economic order, money – laundering, and other forms of economic terrorism crimes. Economic terrorism endangers international economic and political order heavily, in order to meet new challenges to deal with it, we must establish a new international economic order, form a new international cooperation mechanism, strengthen special legislation combating economic terrorism, apply comprehensive means of economy and technology.
