邻避冲突治理的困境及其化解途径

摘　　要：近年来随着城市化的快速推进,邻避冲突作为一类特殊的环境群体性事件在我国频繁发生。引发邻避冲突的因素十分复杂,既有政治、经济方面的原因,也有社会、认知层面的影响,有效治理此类冲突事件面临特殊的困境。基于城市化的快速推进、单位制的弱化、城市居民对利益和公平的关注以及邻避设施的建设逻辑,分析了邻避冲突治理所面临的四大困境,并有针对性地提出了破解困境的对策。During the ronmental group event NIMBY na with the rapid development recent years, as a kind of enviconflicts occur frequently in China of urbanization. The factors that trigger NIMBY conflicts are very complex, and they rely on po- litical, economic, social, cognitive influence. The governance of NIMBY conflicts faces many difficulties. After analyzing the gov- ernance dilemmas of NIMBY conflicts, that is, the rapid urbanization, the weakening of the unit system, the worries about the interests and equity, and the logic of NIMBY facility construction, the countermeasures to solve the dilemmas are put forward accordingly.
