摘　　要：城镇化建设与地方政府融资是一对相互关联的命题,在推动城镇化建设的进程中必然会要求地方政府提高财政综合实力,实现资金供给与建设需求的良性互动。本文通过理论分析,证明单一制国家和联邦制国家地方政府负债的现实存在和普遍要求;进一步研究了国际上防范地方政府债务风险的通行做法;最后提出了作者对中国地方政府债务风险控制的设想和观点。Urbanization and local government financing are interrelated propositions. With the acceleration of urbanization, the local government will bear much more financing pressure. How to deal with the huge financing needs is an important issue. While to effectively control the total local government debt risk still requires the total debt control, accordingly, the author proposes the specific solution.
