摘 要:治国理政,不但需要法律与制度的建设,更加需要执政者道德素养的提升。本文总结了十一届四中全会后各地进行领导干部品德测评实践探索中形成的各种方法与遇到的一些难点问题,通过古今中外的相关文献、中央文件与国家领导人的相关思想分析,以及课题组近年来深入全国部分省市的调研与数据分析,从理论与实践进行了较为系统的思考与论析。研究表明,领导干部的品德测评是可行的,但也是不太容易测评的。我们不要因为难测评就不去测评,测不准就认为测评无用。对于领导干部进行品德测评无疑比不测评更好。通过测评能够更有效地提升领导干部的领导力与工作绩效,能够促进领导干部选拔任用与管理工作的科学化发展。The management of state affairs needs not only the construction of laws and institution, but also the improvement of leaders' moral cultivation. This paper summaries the methodologies and difficult problems formed from leading officials' moral character assessment that has been conducted in different areas in China since the 4'h Plenary Session of the 11th CPC Central Committee. Based on huge amounts of academic literatures, documents of the CPC Central Committee, and research data gathered from many cities and provinces, this paper carries out systematic thinking and analysis theoretically and practically about the leading officials' moral character assessment. The result shows that leading officials' moral character assessment is feasible. Though it is difficult to make this kind of assessment, people should maintain the assessment in spite of its difficulties and believe that is effective. Moral character assessment can help to improve leadership and leading officials' job performance effectively. Moreover, the assessment can also promote the scientific development of leader officials' selection, appointment and management.
