摘 要:基于两阶段链的视角,运用多阶段超效率DEA测算高技术产业创新系统效率及两子系统的发展水平,然后借助协调发展度模型,对两子系统的协同发展水平进行测算,对其协同发展水平进行评价,发现我国高技术产业创新系统的整体协同效应偏低,各行业呈现出明显的差异和不均衡。依据两系统发展水平将17子行业分为四类,深入分析其特征及原因,并针对不同的类型提出相应的政策建议。Based on a two-stage chain perspective, this study divides the innovation system of China's high-tech industry into R & D systems and technology and the transformation of systems, and uses multi-stage high-tech super-efficiency DEA to estimate the efficiency of industrial innovation systems and two sub-level of development. Based on the model of coordinated development, the synergies of the two subsystems are calculated by its evaluation of synergy, and we find that the overall system of innovation and high-tech industry in China's synergy is low, and the industry has shown significant differences and disparities, but the main source of R & D efficiency is poor. Based on the development level of the two systems, 17 sub-areas are be divided into four sub-sectors, and in-depth analysis of their characteristics and reasons for different types of the corresponding policy recommendations are out forward.
