新媒体环境下党的群众工作方式创新探索——基于治理理论的视角

摘　　要：新媒体环境下党的群众工作方式受到挑战,一方面传统自上而下的信息传递方式与新媒体的特点不适应;另一方面在新媒体环境下仅依靠党的力量开展群众工作无法达到良好的效果。而治理与善治理论为新媒体环境下做好党的群众工作提供了一种创新的方式。首先,治理理论所主张的公众协商理念为党运用新媒体来加强党与群众的沟通协商、互动交流,鼓励群众积极参与公共事务指明了方向;其次,多中心治理理念引导党引入多元化的社会组织为做好群众工作共同努力;最后,管理善治理念引导党加强自身的建设,树立良好的形象,为党的群众工作奠定良好的基础。The party＇s mass work is challenged under the new media environment, because a traditional top-down information transfer mode doesn＇t adapt the features of new media, and on the other hand, it can not achieve good results only through relying on the power of the party in the new media environment. But, the governance and good governance theory provides an innovative way. Firstly, the concept of public consultation advocated by governance theory points out the direction for the party to use new media to strengthen communication and consultation, interaction between the party and the masses, to encourage the masses to actively participate in public affairs; secondly, the idea of multi centers governance leads the party to draw into diversified social organization to do good masses work together; finally, the management concept of Good Governance guides the party to strengthen its construction, establish a good image, in order to lay a good foundation for the party＇s mass work.
