摘 要:在评标的日常工作过程中,由于物资采购的"评标"因素操作难度大,存在"评标"标准不一,"评标"因素不统一,无法实现"评标"定性、定量的有机结合。人们在进行物资"评标"时,如何选择供应商一直是困扰评委的难题。该如何科学、公正、公平、客观的开展物资采购"评标"评价?文章试图以"同化评标因素的价格、简化评标因素的技术、细化评标因素的服务、深化评标因素的信誉、强化评标因素的严肃性"五方面为切入点,就如何提高物资采购评标因素的可操作性,对评标工作提出个人见解,力图使评标操作更加公平,从而规范我们的采购行为。In the process of the evaluation of daily work, it cannot be possible to achieve the qualitative and quantitative combination of "bid" ,because the procurement' s operation is difficult,and there are different criteria and different assess- ment factors. It has always been a problem for the judges how to choose the supplier when making supplies "bid".. How can it be to carry out the procurement "bid" evaluation by a scientific ,just,fair and objective way? This paper is to put forward personal views on how to improve the operability of evaluation bid factor of material purchases by five means : to assimilate prices ; to simplify techniques; to detail service; to deepen honor; to strengthen seriousness,aiming at operating in a more fair and routined way.
