摘　　要：行政许可撤销是行政审批制度的重要一环,但是《行政许可法》却没有对行政许可撤销程序作出明确的规定,导致行政许可撤销制度中存在条件不清、责任不明、随意性较大等问题,这是立法上的一大缺陷。在行政许可撤销程序上设置告知制度,能更好地维护当事人的合法权益,保障和监督行政机关依法行政。Revocation of administrative license is an important part of administrative examination and approval system, but the rules are not made clearly in the administrative permit law of administrative license cancellation procedure, in which unclear conditions exist in the system of administrative license revoked, responsibility unknown, optional the gender, which is a large defect in the legislation. Establishing notification system on administrative licensing in the cancellation procedure, can better safeguard the legal rights and interests of the parties, safeguard and supervise the administrative organs of administration according to law.
