迪庆州农村社区警务创新的实践与思考——以迪庆州维西县攀天阁派出所为视角

摘　　要：面对新的形势变化和藏区稳定的要求,迪庆州维西县攀天阁派出所以"乡规民约"为载体的农村社区警务工作在辖区进行了实践。在工作中,以"村规民约"为抓手,积极推进农村社区警务战略,农村社区警务工作基础扎实,维护了藏区的稳定团结。其实践经验是党委政府重视是农村社区警务推进出效果的关键、制度建设是农村社区警务推进出效用的基础、积极引导信教群众爱国爱教是农村社区警务推进出效益的保障、调动群众积极性参与社会管理是农村社区警务出效能的根本。According to the changing of the new tendency and the requirement of stability in Tibet, the Pantiange Police Station, which is in Weixi country of Diqing Tibetan Autonomous Prefecture, has practiced to work in rural community with ＂local rules＂. Depending on the ＂ local rules＂, they have promoted the rural community policing strategy actively to maintain the stability and solidarity of the Tibetan region. The experi ence indicates that the party committees and governments is the key to make the rural community police wok more effective, the system construction is the foundation to make the rural community police work more utility, actively guiding the religious with patriotic education is the guarantee to make the rural community police work more beneficial, arousing the enthusiasm of the masses to participate in social management is the essence to make the rural community police work more efficient.
