摘  要:云南保山—龙陵地区目前已设置探矿权18个,主攻矿种为铅锌矿,已有铅锌矿探矿权共9个;优化方案拟设探矿权区块31个,其中铅锌矿及铅矿共17个。已有探矿权区块中5个位于禁止区内的探矿权区块要经调整逐步退出禁止区。编制实施该矿业权设置方案,从源头上杜绝大矿小开,解决矿业权布局不合理问题,增强矿业权设置的主动性和合理性,实现矿产资源开发整合常态化管理。编制方案应重点把握:(1)认真学习合规性审查文件;(2)整体布局,统筹把握新旧矿业权的设置与整合;(3)矿业权设置的合理性宜依据区块地质背景及物化探特征编写;(4)应处理好矿业权重叠问题;(5)及时查重,优化主攻与非主攻矿种的布局。In Baoshan and longling area, 18 mineral exploration rights are set up dominated by lead-zinc mine wltn v leao-zmc exploration rights. 31 mineral exploration right blocks are planned to be set up in the optimization scheme, of which there are 17 lead -zinc and lead ore. Furthermore, 5 mineral exploration right blocks located in forbidden zone of existing blocks will gradually withdrew from the forbidden area via adjustment. This paper argues that working out and implementing the plan for mining rights, we must eliminate under developing the large deposit from the source and solve the problem of unreasonable mining right layout so as to enhance initiative and rationality of mining right setting, and realize the normalized management of mineral resources development and integration. Following from this, this paper gives some proposals, the main issues focus include: seriously studying compliance reviewing documents; seizing the establishment and integration of old and new mining rights; the rationality of setting the mining right should be according to block geological background and physic-chemical characteristics; the mining right overlap problem must be dealt with well; timely checking the overlap and optimizing the layout of the main and non-main minerals.
