摘　　要：随着社会经济的不断发展,资源环境与经济发展矛盾日益加剧,破解这一难题必须通过理论创新和实践创新,而构建生态资本运营和生态补偿耦合机制是一条解决问题的新途径。生态补偿机制能为生态资本运营提供各类资源与运营条件,尤其是对经济发展水平不高而生态环境状况较好的欠发达地区而言,通过生态补偿可以获得生态资本运营的启动资金,使得生态资本运营成为可能。生态资本运营不仅可以实现生态资本的经济价值,还可以实现生态资本存量的非减性,提高生态效益。这种获得的生态效益又能为生态补偿提供长期保障并促进生态补偿的落实。因此,通过构建生态资本运营与生态补偿耦合机制可以促进"生态资本-生态效益-生态资本积累-更好的生态效益"良性循环,达到整个经济社会的生态化,实现生态-经济-社会可持续发展。With the continuous development of social economy, the contradiction between economic development and resource environ- ment grows. The problem must be solved through innovation in theory and practice, and the construction of the coupling mechanism of ecological capital operation and ecological compensation is a new way. Ecological compensation mechanism can provide all kinds of resources and operation conditions for ecological capital operation, especially for the areas with low level of economic development and poor ecological environment, and the start-up capital for ecological capital operation can be obtained through ecological compensations so that the ecological capital operation becomes possible. Ecological capital op- eration can realize the economic value of ecological capital, the unremittance of ecological capital stocks and the ecological benefits. Furthermore, the ecological benefits can provide long-term supports for ecological compensation and promote the implementation of ecological compensation. Therefore, the construction of coupling mechanism of ecological capital operation and ecological compensation can promote the virtuous circle of ecological capital, ecological benefit, ecological capital accumulation and better ecological benefits as to achieve the ecologization of the whole social economy and the sustainable development of ecology, economy and society.
