摘 要:收集1998~2010年我国区域创新投入与产出的省际面板数据,运用三阶段DEA模型对我国区域创新效率进行准确测度。结果显示:剥离了环境因素后,测度的各地区创新效率更符合客观实际。政府支持对研发经费和研发人员的松弛有显著负向影响;金融支持和技术市场对研发经费、研发人员的松弛分别有显著、不显著的正向影响;劳动者素质和基础设施对研发经费和研发人员的松弛有不显著负向影响;经济发展对研发经费、研发人员的松弛分别有不显著正向、负向影响;外商直接投资对研发经费松弛有显著正向影响、对研发人员松弛有不显著负向影响。By collecting provincial panel data of regional innovation inputs and outputs in 1998 - 2010 and using the three-stage DEA model, the paper accurately measures the efficiencies of China' s regional innovations. The results show that, after stripping the environmental impacts, the measurements of regional innovation efficiencies are more consistent with the objective reality. Government support has a significantly negative effect to relaxation of R&D expenditures and R&D personnel; financial support and technology market have significantly and insignificantly positive impacts on relaxation of R&D expenditures and R&D personnel respectively; labor quality and infrastructure have a insignificantly negative effect on relaxation of R&D expenditures and R&D the personnel; economic development has insignificantly positive and negative effects on relaxation of R&D expenditures and R&D personnel respectively; FDI has a significantly positive effect on relaxation of R&D expenditures and an insignificant negative impact on R&D personnel.
