摘  要:以环境库兹涅茨曲线(EKC)为理论基础,采用淮河流域1998-2010年水环境质量与经济增长的相关数据,系统研究了淮河流域污水排放量、COD排放量和氨氮排放量三项环境污染排放量指标与人均GDP的演变轨迹。研究结果表明,淮河流域污水排放量和COD排放量分别与人均GDP之间的拟合曲线呈现典型的环境库兹涅茨曲线特征,并已跨越拐点;而氨氮排放量与人均GDP之间的拟合曲线呈直线型关系。因此应当因地制宜,有针对性地采取不同环境政策和经济发展政策,以实现环境保护和经济发展的双赢。Based on the theory of environmental Kuznets curve, the relevant data of Huaihe river basin of water environmental quality and economic growth in 1998-2010 were selected to study systematically the relationship between the total volume discharged of wastewater, COD and ammonia nitrogen with per capita GDP. The results showed that the total volume discharged of wastewater and COD had the typical characteristics of the environmental Kuznets curve with per capita GDP,but the Kuznets curve of the total volume discharged of ammonia nitrogen with per capita GDP was linear. In order to achieve a win-win of environmental protection and economic development, the government should make and apply different environmental protect policies and policies for economic development,in order to realize win-win of environmental protection and economic development based on the local condition.
