试议公共设施配套标准体系

摘　　要：当前城乡公共设施建设存在多种配套标准,且存在分歧,导致公共设施规划管理不够协调。依据"合法、合理、统一、协调、效率"原则,促进公共设施配套标准体系的内部协调,建立国家、省、市标准的三级体系和三层三组的指标系统,启动立法程序,完善审批、验收制度等,有助于解决上述问题。There exist in China at present a number of standards systems for complementing urban and rural public facilities.Such differences and disagreements result in insufficient coordination in planning and management of public facilities.Based on the principle of'legitimacy,reasonability,unity,coordination and efficiency',promoting the internal coordination of public facilities supporting standards systems,establishing a national-,provincial-,city-level standards system and a three-layers and three-group indicators system,starting the legislative process,and improving the examination,approval and acceptance system will facilitate the solution of the above-mentioned problem.
