摘　　要：房地产企业高速发展推动国民经济发展的同时,也因安全事故的多发给人民生命财产安全带来巨大损失。为此,本文主要研究了房地产企业施工阶段安全保障体系的构建方法和要点。首先阐述了安全保障体系的含义和体系构建原则;然后结合房地产企业施工阶段的安全生产特点建立了安全保障体系构架;最后结合目前企业安全保障的具体做法,分析了安全文化保障体系、安全技术保障体系和安全保障体系平台各子体系的建立和实施。房地产企业施工阶段安全保障体系建立旨在为全国房地产企业施工安全生产保障提供积极的指导作用,为我国房地产企业全面提高企业安全管理水平提供指导方向。As real estate enterprises are promoting the development of national economy rapidly,all kinds of accidents often occur and lead to a great loss of life and property. This paper mainly explores the methods how to construct the real estate enterprises construction stage safety system. Firstly,the paper expounds the meaning and building principles of the safety system. Secondly,combining with the characteristics of real estate enterprises,safety system framework is built. Finally,considering the enterprises security practice,the paper analyzes the establishment and implementation of various sub-systems,including safety culture system,safety technology and safety system platform. The paper is dedicated to provide an important guiding role for national safety production and guidance for improving the level of enterprises safety management.
