摘  要:随着社会的发展,用户对供电电压质量的需求也逐渐复杂化,传统的可靠性指标已经不能满足需求。在传统可靠性的基础上,本文定义电压可用性为配电系统提供连续且满足一定电压质量要求的可确保用户持续使用的电力的能力,其用于描述不同电力干扰下用户正常运行的水平。本文从电压扰动的技术指标出发,在能量指标的基础上,提出了不同电压扰动严重度的量化方法,进而得出区域严重度指标。同时将扰动发生频率指标纳入电压可用性的评估流程,求取各点的年扰动程度指标,通过划定合理界限,得到电压可用性的等级。最后,结合某地27个监测点的实际数据,给出一种电压可用性的等级划分实例。结果显示,该方法所得等级可以很好地反应出各监测点的电压可用性水平。As the traditional reliability indexes are no longer to meet the needs of more complicated power quality demands for end-users, this paper introduces the concept of voltage availability to describe how the operation conditions are influenced by different voltage disturbances based on the traditional reliability. Besides outages in the traditional reliability, voltage dips, swells, short interruptions are also considered to assess the voltage availability. The severity index of voltage availability is evaluated with the help of technical characteristics of various disturbances, such as energy index. Moreover, combining severity index with the frequency of disturbances in different sites, the method is able to get the final voltage availability index, based on which the levels of voltage availability are determined. An example is made witb the data of 27'sites, which confirms the usefulness of this method.
