摘　　要：工程招投标主要由招标、投标和评标定标三个阶段组成,其中投标报价是投标人整个经济活动的核心环节。面对激烈的市场竞争,尤其是清单计价方法实施以来,承包企业投标报价面临着更多的风险因素影响。2013版《建设工程工程量清单计价规范》(以下简称13《规范》)自2013年7月1日起正式实施。在08《规范》基础上,结合13《规范》新特点以及内容变化,通过对比分析,着重对投标报价相关条款进行风险解析,明确操作要点及注意事项,提出相应防范措施,减少不必要的工作失误,以期中标并能够获得最大收益。Project is mainly composed of bidding, bidding and bid evaluation scaling of three stages, including bid price is the key link in the entire economic activity bidders. In the face of fierce market competition, especially the list valuation methods, contracting enterprise tender offer is facing more risk factors. 2013 edition of ＂ Code of bills of quantities and valuation for construction works ＂ （hereinafter referred to as the＂ GB 50500-2013 ＂ is formally implemented since July 1, 2013. Based on the combination of 13 new characteristics and the change of content specifications, through comparison and analysis, risk analysis of bidding quotation terms are done and corresponding preventive measures are put forwarded to reduce unnecessary work error and to bid and be able to obtain maximum benefits.
