摘　　要：从组织治理的视角构建应急网络组织运作的成本/绩效—任务完成经济学模型,说明对其治理的必要性与驱动问题;描述应急网络组织治理的特征,即,治理主体的多元集成性、治理客体的自身脆弱性、治理目标的最终一致性、治理手段的多样共存性、治理性质的动态演进性;结合突发事件、应急网络组织等的特点,给出应急网络组织治理安排的三维度权力结构、联结强度、进入门槛,三个维度分别反映了应急网络组织治理安排的结构属性、关系属性、行为属性,并借此构建应急网络组织治理安排的三维度属性空间。The article first built the cost / performance - task complete econometric model of the network organization＇s emergency operation from the perspective of organizational governance, indicating the necessity of its governance and drive. Second, the paper described the characteristics of the emergency network organization governance, namely： the multiple integration of governance body, their own vulnerability of governance object, the eventual consistency of governance objective, the diverse coexistence of governance means, the dynamic evolution of governance nature. Finally, it gave three dimensions of the emergency network organization governance arrangements： the power structure, coupling strength, barriers to entry, which can build a three dimensional attribute space on the emergency network organization governance arrangements. The three dimensions reflect the structural properties, the relationship attributes, the behavioral attributes of the emergency network organization governance arrangements.
