摘　　要：建党100周年前的这一时期(2013—2020年)是延安市全面建设小康社会的关键时期。根据延安市情及延安经济社会发展的现状与问题,如期实现延安市全面建设小康社会的奋斗目标,应当确立和实施"五个目标,三个培育,三个带动,一个动力"的总体发展思路,并采取以新区建设为引擎加快新型城镇化进程、以旅游产业为龙头加快接续产业培育进程、以改善投资环境为重点加快非公有制经济发展进程、以行政区划调整为中心加快改革进程和以招商引资为抓手加快对外开放进程等对策。The 100th anniversary of the Chinese Communist is the critical period of building a well - off society in an all - round way in yan＇an. During this period, based on the city case, economic development status and problems of Yanan, Yanan need to establish and put into force a new train of thought, and accelerate the new urbanization, accelerate the process of continuous industry to foster and accelerate the process of the development of the non - public sector, to accelerate the process of reform and accelerate the process of opening to the outside world.
