林地总量控制与占补平衡下的林票制度试析

摘　　要：根据超动态的占补平衡原则,设定逐年递增的林地红线,在逐年新增林地,逐年提高林木蓄积量的情况下,建立林票制度平台,允许新增林地按规定进入林票交易中心。制定林票交易规章制度,确保林票交易主体遵循程序进行交易,做好林票收益分配。解决好征占用林地与新增林地之间的激励补偿制度设计,保证林木蓄积量稳定增加,确保新增林地面积逐年上升。林票制度与地票制度相衔接,有效促进宜林不宜耕的闲置土地资源的高效利用。Based on the principle of “dynamic requisition-compensation balance”, the paper proposed the following suggestions： 1）to set an annually increased red line of forest land; 2）to establish a platform of forest ticket system with the increase of forest land and stand volume; 3）to allow the newly increased forest land to be entered the forest ticket trade centre; 4）to set up relative regulations in order to confirm an orderly trade and rational distribution of the income from the trade of forest ticket; 5）to design an incentive compensation system between occupied forest land and newly increased land in order to guarantee a stable increase of stand volume and a gradually increased forest land; 6）to coordinate forest ticket and land ticket in order to promote efficient use of unsuitable farm land which however, could be converted to forest land.
