川东革命老区农民专业合作社发展对策分析——以四川省达州市为例

摘　　要：文章认为,促进农民专业合作社快速健康发展,各地都应在及时、客观地总结当地农民专业合作社发展状况的基础上,对症下药地找到促进当地农民专业合作社发展的有效途径。川东革命老区达州、巴中两市,地理位置相邻,经济发展阶段相同、资源禀赋类似,农民专业合作社的发展状况相当,因此,达州市农民专业合作社应采取的"加大宣传力度,提高认识水平;坚持‘民办、民管、民受益’的办社原则;强化政府引导,健全规范运作;加强政策扶持,破解发展困境;强化政府服务,增强发展动力;强化品牌建设,增强带动力;重视社会管理功能发挥,开创农村社会管理新局面"等对策,同样适合整个川东革命老区农民专业合作社的发展。To thoroughly implement the spirit of the central file in 2013 and promote the specialized farmer cooperatives to develop rapidly and healthily, local governments are finding effective ways to promote the development of these organizations, based on timely and objectively summarizing the experience of them. Dazhou and Bazhong are adjacent cities, they are both seated in East Old Revolutionary Base Areas of Sichuan. The two cities have the same resources and stage of economic development, and the similar development state of specialized farmer cooperatives. We should analyze these cooperatives as follow： conducting more vigorous propaganda and improving our understanding level; insisting on the operating rules of ＂of the people, for the people, by the people＂; strengthening government guidance and standardizing the operation; boosting policy support and cracking development dilemma; enhancing government services and the momentum of development; emphasizing the brand building and reinforcing the driving strength; paying more attention to social management function and so on. These ways apply to all specialized farmers cooperatives of East Old Revolutionary Base Areas of Sichuan in the same way.
