摘　　要：目前,我国的基本医疗卫生服务制度建设初见成效。在快速开展这一惠民利民工程的同时,公民知情权的保障缺失问题也不容忽视。在现阶段的我国,医疗卫生信息公开制度建设严重落后于民众的知情需求,医疗卫生服务的"基本"性特征也"相应减损"了公民知情权的内容。知情权的权利基础渗透于包括基本医疗卫生服务体系建设在内的关涉公民切身利益的各个社会生活领域,法律制度的改进举措应包括三个方面的内容:完善政府基本医疗卫生服务的信息公开制度;将医方的告知义务统一化,实现知情权之权利内容与法律效力的等同;加快基本医疗卫生服务机构的管理制度改革,实现医疗资源透明、医疗人员技能水准公开的服务体制。With the rapid development of China＇s basic medical and health service system construction,the problem of lac- king of protection of citizens＇ right to be informed can＇t be neglected. Health information disclosure system had significantly lag- ging behind the requirements from the people. And its ＂basic＂ characteristics had ＂appropriately＂ reduced the content of citizens＇ fight to be informed. The basis of right to be informed involved in all fields concerning citizens＇ vital interests, including basic medical and health service system. Reform on this legal system should include three aspects,which are improving the government information disclosure system on basic health services,unifying the obligation to inform to achieve the equivalence of its content and legal effect, and quickening reform on management system of basic medical and health services to achieve a public service system with transparent medical resources and medical personnel＇s skill.
