摘　　要：目的:对山东省乡镇卫生院中医医疗服务效率进行评价,为乡镇卫生院发展中医医疗服务提供参考。方法:使用DEA数据包络方法分析乡镇卫生院的中医医疗服务效率。结果:从总体上看,纯技术效率平均值为0.936,纯技术效率为1的999家。综合效率有效的为773所,占总数的59.7%,规模报酬中,规模效率不变的有775家,占总数的59.07%,而规模递增的有74家,仅占总数的5.64%;从投入和产出上看,投入指标除了卫生人力之外均有不同程度的浪费,而产出指标均未达到目标值。从对县域的效率分析看,效率高的主要集中在GDP较低的地区。讨论及政策建议:加大对中医药服务的财政支持和政策导向,提高乡镇卫生院中医医疗服务能力,提高医疗设备尤其是中医特色医疗设备的利用率。Objective To evaluate the efficiency of Traditional Chinese Medicine services in township health centers of Shan-dong Province,and provide references for the development of Traditional Chinese Medicine in township health centers. Methods The efficiency of Traditional Chinese Medicine services in township health centers was analyzed with Data Envelopment Analysis （DEA）. Results The average of overall Pure Technical Efficiency Score （VRS） was 0.936, in which 999 eases had the efficiency score as 1. And 59.7% of them （773 cases） had valid comprehensive efficiency. For the scale reward ,775 cases （59.07%） had constant efficiency, and only 74（5.64% ） had increasing efficiency. On the Projection analysis, surplus and waste existed in the input indexes, except health resources index. And output indexes didn＇t achieve the target. The township health centers with higher efficiency mainly concentrated in the lower GDP region. Conclusion The government should strengthen financial support and policy guidance on Traditional Chinese Medicine, improve the ability to Traditional Chinese Medicine services in township health centers, and increase the utilization efficiency of medical equipment.
