摘 要:在经济改革中,旧的制度系统需要被重新安排,系统中每一个子项目(次级制度)都需要单独设计。受于决策者的主观因素以及所在国制度运行环境的客观因素的影响,新制度的设计不可避免会出现各种缺陷,这种设计缺陷将会导致制度系统内各次级制度的冲突。次级制度冲突主要有三种表现形式:两者变革进度不协调;两者相互抑制;两者产生"合力负效应"。阿根廷20世纪90年代的"梅内姆改革"提供了一个分析制度设计缺陷与制度内冲突的典型案例。In the process of economic reform, the old Institutional system should be rearranged and each sub-institution in the institutional system will be designed individually. Due to the influences by subjective factors of decision makers and the objective factors of institutional environment, various defects will inevitably appear in the design of new institutions. Such defects will cause conflicts between new sub-institutions in the new institutional system. There are three types of conflict Uncoordination between two new subprojects ; Mutual inhibition between two new subprojects; "Negative effects of resultant force" from two new subprojects. The" Menem economic reform" in Argentina during 1990s provides a typical case to make a research on design defects of institutions and conflicts within institutional system.
