摘 要:厘清干部工作民主质量的内涵,构建系统的评价指标,是扩大干部工作民主、提升民主质量所必须首先解决的基础性理论问题,而当前理论界尚未对这一重要问题进行深入研究。对干部工作民主质量的理解,可借鉴国内外有关民主质量的内涵和评价指标等问题研究的分析思路和理论成果,但应避免拿来主义。同时,还应体现中国特色社会主义的民主理念和干部人事制度改革的基本原则。在中国政治语境下,干部工作民主质量是干部工作的民主实践所体现出来的民主程度、所带来的经济社会发展效应以及特定民主实践可持续性的综合反映,可用民主程度、民主效度和可持续性等三个一级指标及若干二级指标加以总体评价。Clarifying the quality of the democracy concerning cadres selection and appointment, and building an evaluation system, is a basic theoretical issue in our process of promoting and improving democracy. However, we have not seen any in-depth studies on this subject. In defining the quality of democracy in cadres selection and appointment, we can learn from relevant researches on quality and assessment of democracy from both home and abroad, but we should avoid a simple "take-and-use" policy, for they may not fit into socialist democracy with Chinese characteristics and the specific personnel system reform in China. In the Chinese political context, the quality of cadres selection and appointment is a reflection of the degree of democracy, its effect on social and economic development, and the sustainability of specific democratic practice. Therefore, we can use degree of democracy, democracy validity, and sustainability of democratic practice as three first-grade indicators, together with a number of second-grade indicators, to evaluate the quality of democracy in cadres selection and appointment.
