论社会管理创新中公众参与的几个维度

摘　　要："参与"是公众在社会管理中的地位体现。公众参与是公众与政府良性互动的过程。公众参与是市场经济的内在要求、民主政治的本质体现、管理社会化的必然趋势。参与社会管理的主体是普通公民、专家、民间组织、非政府组织。"决策+服务"是公众参与社会管理的内容。"三会—研究—讨论"是公众参与社会管理的路径选择。政府的合法性得以提升,公众的利益诉求得以满足的"双赢"是公众参与社会管理效果评估标准。＂Participation＂ is an embodiment of the public＇ s position in the social management. Public participation is a positive interactive process between the public and the govemment. Public participation is an inherent requirement of the market econo- my, an essential reflection of democratic polities, and an inevitable trend social management. Ordinary citizens, experts, civil so- ciety organizations, non - governmental organizations are main participants of social management. ＂Decision ＋ Service＂ is the content of public participation in social management. ＂Three Meetings - Study - Discussion＂ is the path choice of public par- ticipation in social management. The ＂win -win＂ between improved governmental legitimacy and satisfied resort of public inter- ests serves as the criteria for evaluation of public participation in social management.
