摘　　要：我国政府绩效评估是在借鉴西方国家政府绩效评估理论与实践基础上展开的。西方国家政府绩效评估,具有新公共管理运动路径依赖、西方国家政党政治价值取向、顾客至上的评估理念,效率为中心的结果导向等基本特征。这些基本特征导致西方国家政府绩效评估公共性的缺失。我国政府绩效评估要依据国情,在理论基础、评估标准、评估主体、评估导向等方面体现公共性。The government performance measurement system is going to be improved during the ＂12th Five--Year Plan＂ period in China based upon the theories and practice in western countries. The basic features of western systems include the new public management movement path dependence, the political party value orientation, the customer first philosophy and the result--oriented with efficiency as center. But their systems neglected the feature of public. Therefore, the government performance measurement in China should not only concern about Chinese reality but also about the public feature in its theoretical foundation, criteria, subject and orientation.
