摘 要:为提高科技成果转化效率,发挥科技对经济社会发展的驱动作用,选取投入产出指标构建评价模型,以1999-2011年统计数据为依据,运用数据包络分析法对我国科技成果转化效率进行了实证研究。结果表明:2000-2008年期间,我国的科技成果转化效率呈现增长趋势,2009-2011年逐渐趋于平稳,处于DEA相对有效状态;样本期间我国科技成果转化效率整体上逐年提高,但仍存在较大提升空间。基于此,提出促进科技成果有效转化的相关对策建议。In order to improve the conversion efficiency of scientific and technological achieve- ments and to play a driving role of science and technology on the development of economy and so- ciety, an evaluation model is built in this paper by selecting the input and output indicators. An empirical study is carried out by using data envelopment analysis on our country's science and technology achievement transformation efficiency. The results show that the transformation effi- ciency of scientific and technological achievements in China is growing during 2000 to 2008, grad- ually stabilized for 2009 to 2011, and in a relatively efficient state of DEA. This efficiency is in- creasing year by year during the sample period but there is still large room for improvement. Based on this, some countermeasures on promoting the transformation of scientific and techno- logical achievements are put forward in this paper.
