摘　　要：自2008年国际经济危机以来,与全俄经济总体趋势一致,远东经济出现下降,地区人口与社会发展持续先前的不利趋势。从地缘政治意义来看,作为俄罗斯面向亚太国家的重要战略地区,促进远东的社会经济发展、巩固人口、提高地区吸引力是俄实现东部现代化的重要方向。世界经济危机背景下,普京提出欧亚联盟构想,以2012年亚太经合峰会在远东符拉迪沃斯托克召开为契机,促进东部基础设施建设,密切与亚太国家的经济合作。这既是加快俄经济走出危机的有利因素,也是俄政治、经济战略的重要方向。当前的国际政治经济形势为远东发展提供了机遇,随着远东经济恢复以及地区人口问题加剧,劳动力需求缺口将逐渐增大,吸引一定数量的外来劳动移民是远东发展的需要。Since the international economic crisis of 2008,the Far East's economy has been consistent with the overall trend of the Russian economy:declining economy,shrinking regional population and stumbling social development.From the point of geopolitics,the Far East is an important area of Russia to the Asian- pacific region.For this reason promotion of the social and economic development of the Far East,consolidation of population,improvement of the region's attraction become the important direction of modernization of eastern Russia.Against the background of world economic crisis,Putin put forward the idea of Eurasian Union.The APEC summit,in Vladivostok of the Far East in 2012,is an opportunity to promote the construction of infrastructure in the Fas East,strength economic cooperation with the Asia- pacific region.It facilitates Russia to get out economic crisis.
