地方财政科技投入体制绩效研究——以广东省为例

摘　　要：增加财政科技投入,推进科技进步并带动企业科技投入提高已经成为社会各界的共识,但既有研究较少关注不同层级政府财政科技投入比例对地区间财政科技投入均等化和财政科技投入资金公共属性的影响。从公共管理视角出发,以科技财政投入的来源结构和投向结构为核心概念,构建地方政府财政科技投入的体制绩效评估框架。运用框架对广东省的研究显示,广东省以地级市为主的投入体制导致地区间财政科技投入极不均衡,同时导致公益性科学研究投入比例过低,财政资金的公共性较弱。争取更多国家资金、提高省直投入、增加投向公益性科学研究领域的资金,是提高财政科技投入体制绩效的可行办法。It has been recogmzed that enhancing fiscal inves men m science on science and technology, and bring more enterprise mvestmen on science and technology. The existed research pay a lit- tle attention on the effect of fiscal investment in science and technology of different level goverment on the equality and the public nature of the investment. The paper constructs a framework based on the structure of investment and expenditure of fiscal investment in science and technology to evaluate institution performance of local goverment on fiscal investment in science and technology. The study shows that the investment institution of city dominated caused the inequity and the low proportion on science investment. Striving for more investment from central government, enhancing the investment pro- portion of province government, and enhancing the proportion on science field would be the proper way ont.
