摘　　要：治理概念的出现顺应了国家管理体制法治化和民主化的趋势。治理理论在特别行政区制度论域同样具有适用性。以特别行政区制度为框架的特别行政区治理,既是特别行政区的地方治理,又是国家治理的重要组成部分。特别行政区制度的治理转向增进了国家治理的法治、民主和合法性,特别行政区治理正朝着善治的方向变革。The appearance of the concept of Governance complies with the trend of legalization and democratization of the country governing system. The theory of Governance is as well applicable in the domain of Special Administrative Region （SAR）. The Govern- ance in SAR, framed by the SAR Institution, is not only the local governing system, but also an important component of the country＇s governing system. The change in SAR Governance has promoted the rule of law, democracy and legitimacy of the country＇s governing system, which is leading to the Good Governance.
