绿色湖南视域下行政文化的生态化需求及其社会化

摘　　要：建设绿色湖南,是省委、省人民政府全面深入践行科学发展观,加快推进"四化两型"战略,抢占新一轮发展制高点,提升长远竞争力的重大举措,在绿色湖南建设过程中,作为主导力量的政府必须进行行政文化的创新,形成"生态优先"的行政价值取向、"公开、透明、公平"的行政责任理念、"平等、民主、多元、参与"的行政权力观、"科学、系统、创新"的行政思维方式以及"弹性、及时、开放"的行政系统观。同时,行政文化也要经过一个社会化的过程才能在行政实践中切实发挥作用,可以从行政制度推力、行政主体自觉推力以及行政客体推力等方面来推动生态型行政文化的社会化,从而更好地发挥政府在绿色湖南建设中的主导作用。＂Green Hunan＂, is an important initiative of the provincial Party Committee and provincial People＇s Government of Hunan to practice the scientific outlook on development and accelerate the ＂Four-emphasized＂ and ＂Two-oriented＂ type strategy. In the process of green construction, the government, as the dominant power, must carry out innovation of administrative culture, forming administrative value orientation of ＂ecological priority＂, administrative liability concept of ＂opening, transparency and fairness＂, administrative power concept of ＂equality, democracy, pluralism, participation ＂, administrative thinking mode of ＂science, system, innovation ＂ and administrative system concept of＂ elastic, timely, open ＂. At the same time, to really play a role in the administrative practice and Green Hnnan construction, the ecological administrative culture has to pass through a process of socialization, thrusting from the administrative system, administrative subject and administrative object.
