摘　　要：文章运用三阶段DEA模型对我国东部、中部和西部三个区域国家软件产业基地的运营效率进行了实证研究。结果表明:三大区域国家软件产业基地的综合技术效率均值不高,有较大的提升空间;三大区域技术效率差异明显,其中规模效率差异是造成该差异的根本原因,纯技术效率对其有重要影响。据此,文章提出了三大区域提升效率的途径及相关政策建议。The paper carries out an empirical research on the performance evaluation of the National Software Industrial Bas- es （NSIBs） located in Eastern China, Central China and Western China based on three-stage DEA model. The results show that the average technical efficiency of NSIBs in three regions is still lower and has a great potential for improvement; and there is a big difference in the average technical efficiency among three regions hecause of different scale efficiency which is the fundamental cause, and different pure technical efficiency is also an important reason. Accordingly, this paper proposes ways to enhance technology efficiency of three regions and makes relevant policy recommendations.
