摘 要:阐述了国外跨海通道建设三个阶段的背景和形成的不同效应:①工业革命后期仅发挥通道运输功能;②二战后因新自由主义经济兴起成为私人投资和市场经营方式;③全球化竞争背景下成为集体性的经济和政治策略。基于区域结构重组,从区域空间和城市空间两个层面分析了跨海通道建设的空间效应;基于政策等因素的跨界改革,分析了跨海通道建设的社会经济效应;并阐释了不同观点对跨海通道建设效应的解读。研究表明:跨海通道建设对区域发展具有重要的社会经济意义,但同时其建设和后续影响也具有积极和消极的双重特征,因此在跨海通道规划建设之初,应对其各项社会经济效应进行充分的论证,不仅要论证其效应的积极方面,更应重视其可能产生的消极影响。还应考虑通道衔接地区由于区域相邻产生的政策壁垒,从而采取积极的公共政策回应。以期为中国当前的跨海通道建设提供启示和思考。Cross-sea channel, as one of the large scale transport infrastructures, affects the regional mobility and reorganization, leading to the reconstruction of the regional socio-economic development. Whereas most studies to date have analyzed the positive impacts of cross-sea channel construction on regional development, we emphasize that the negative impacts could not be overlooked. To provide a comprehensive assessments of its socioeconomic impacts, this paper first reviews the three stages of cross-sea channel construction from social background and its impacts perspectives: (1) an alternative tool of cross-sea transport in the latter Industrial Revolution; (2) a mode of private investment and market operation after the Second World War; (3) a collective economic and political strategy in the context of global competition. Secondly, based on the view of regional restructuring, we analyze its spatial impacts at both regional and city levels; based on the cross-border reform of the political and other factors, we analyze the socio-economic impacts of cross-sea channel construction. Furthermore, this paper interprets how the different views affect the regional impact assessments of cross-sea channel construction. The findings indicate that, at the beginning of cross-sea channel planning and construction, its integrated socio-economic effects should be taken into consideration, so that we could provide effective policy response to the impacts. By analyzing the abroad experience, this paper provides insights to current cross-sea channel construction in China.
