摘　　要：目前我国正处于建设创新型国家、发展创新型城市的重要时期,核心任务是把增强自主创新能力作为发展科学技术的战略基点,而要顺利实施此战略,需要将科技资源中的人力资源和财力资源进行优化配置,以推动科学技术的跨越式发展。力求通过对统计年鉴等统计资料数据的整理,分析我国各直辖市的科技人力和财力资源配置现状,同时对科技资源的投入产出效率进行计算,解析国家中心城市科技资源配置中的问题与缺陷,提出行之有效的政策建议与措施。At present our nation is on the period of building an innovation - oriented country and developing an innovation - oriented city. The focal task is to take the ability of independent innovation intensively as the basis points of strategy of development of science and technology. The human resources and financial resources in S＆T resources should be collocated reasonably ensuring that the strategy is implemented successfully in order to promote leap -forward development of science and technology. This study focuses on the research of collection of statistical data in statistical yearbook, analyzing the cur-rent situation of the allocation to the human and financial resources of science and technology in municipalities. In the meantime we are trying to calculate the efficiency of input and output in scientific and technological resources, analyzing the problems and defects of S＆T resource allocation in national center city, and working out the effective policy suggestions and measures.
