摘　　要：应急成员组织中的协作关系、协作过程及其治理问题在应急工作中显得尤为重要和关键。分析应急成员组织间的协作动因,并按协作动因的不同将应急网络成员组织间的应急协作关系分为服务互补型、服务依赖型、服务嵌入型三种类型;界定应急成员组织间的协作剩余的概念,并从不同视角就如何避免负面的锁定性效应产生问题进行讨论;根据应急网络成员组织间协作关系的强弱程度不同,基于社会关系理论分析应急网络组织协作过程生命周期各阶段的协作特点;最后提出应急成员组织间协作关系治理应建立信息共享机制、学习与创新机制、多手段治理机制、约束与激励机制。Collaborative relationship, collaborative process and its governance between emergency member organizations are particularly important in the emergency work. The paper analyzes the inter - organizational collaboration motivation of the emergency members, and press collaboration action due to the difference. The emergency collaborative relationship be- tween emergency network member organizations are divided into three types ： complementary service, embedded service and dependent service. The paper defines the concept of the collaboration rest among emergency member organizations, and dis- cusses on how to avoid negative locking effect issues from different perspectives. Depending on the degree of the strength of the collaborative relationship between the emergency network member organizations, based on the theory of social relations, the paper analyzes the collaboration characteristics of different stages in the life cycle of the emergency network organization collaboration. Finally, the collaborative relationship governance between emergency member organizations should establish the information sharing mechanism, the mechanism of learning and innovation, more than a means of governance mecha-nism, constraints and incentives mechanism.
