摘  要:当前森林经营工作既面临着前所未有的发展机遇,也受到长期存在的一些深层次矛盾与问题的制约,机遇与挑战并存:森林资源数量增加,质量仍然低下;生态公益林面积大幅增加,但经营问题突出;林业投入增多,但森林经营投入不足;木材进口量上升,木材安全形势严峻;集体林权制度改革全面推进,国有林改革严重滞后;科技创新不足,人才缺乏成为制约森林经营的瓶颈。为此,新形势下森林经营工作要端正指导思想,纠正认识误区;完善林业分类经营;改革和完善林木采伐管理制度;深化重点国有林区管理体制改革;加强森林经理工作,建立森林经营制度;构建具有中国特色的森林经营和森林经理的理论和技术体系;加强人才培养为全面提升经营水平提供组织保障;建立具有活力的森林经营保障机制。There are unprecedented opportunities for development, and also some deep-seated contradictions and long-term problems in current forest management. Opportunities and challenges both exist. The number of forest resources is increase, the quality is still low; Ecological public welfare forest area is greatly increased, but there are many problems in management; Forestry investment is increase, but forest management is inadequate; Timber im- ports rise, timber security situation is grim; Comprehensively promote collective forest tenure reform, state-owned forest reform serious lag; Lack of scientific and technological innovation, talent lack become the bottleneck of forest management. Therefore, under the new situation of forest management to correct guiding ideology, correct cogni- tion; Perfect forestry classified management; Reform and improve the logging management system; Deepen reform of the key state-owned forest region management system; Strengthening forest management, the establishment of forest management system; Build with Chinese characteristics of forest operation and forest management theory and technology system; Strengthening personnel training to improve comprehensive management to provide organiza- tional guarantee; To establish a dynamic forest management safeeuard mechanism.
