摘　　要：本文以中原经济区15地市2008-2011年的面板数据为基础,运用考虑非期望产出的Super-SBM模型对其低碳经济的发展现状进行了实证研究,并对其生产前沿面的投影和低碳经济发展绩效的动态变化做了相关分析。研究发现:从投入导向和产出导向两种角度衡量,周口市、邯郸市、商丘市、蚌埠市和郑州市的低碳经济发展绩效显著优于其它地市,安阳市、新乡市、焦作市和淮北市表现最不理想;从中原经济区低碳经济发展的总体表现来看,低碳经济发展无效地市所占比例接近70%,说明其整体发展成果不理想;从低碳经济发展绩效的动态演变来看,技术变动与全要素生产率(TFP)变动具有较强同向性,反映出低碳技术落后和经济发展规模瓶颈是制约中原经济区低碳生态化发展的主要因素。基于实证分析,提出促进中原经济区低碳经济发展的措施。Here, we empirically evaluate the development performance of the low carbon economy in order to detect problems with the low carbon path and take effective measures to promote its development. Our super-SBM model combined with the SBM model considering undesirable outputs is capable of estimating the relative efficiency of the DMUs with undesirable outputs, and discriminating DMUs in the full efficient status. We assessed this model across 15 cities in the Central Plains Economic Area where the contradiction between economic and social development and the resource environment is especially sharp. Measured from the input or output orientation angle, we found that the development achievement of the low carbon economy in Zhoukou, Handan, Shangqiu, Bengbu and Zhengzhou is significantly better than other cities, and development achievement in Anyang, Xinxiang, Jiaozuo and Huaibei is the poorest. The proportion of cities where the low carbon economy has been developed ineffectively accounts for nearly 70%, indicating that overall development achievement is not ideal. The mobile effect of technology and the change in TFP are in the same direction, reflecting the backwardness in low carbon technology and the bottleneck in economic development scale are the main factors restricting development of low carbonization. Based on our empirical evaluation, we propose several measures to promote the development of a low carbon economy in the Central Plains Economic Area.
