摘　　要：全球金融危机爆发以来,国际经济金融格局发生了深刻的变化,新的国际金融监管框架正在逐步确立。为此,中国应如何应对国际金融发展格局的变化,顺应国际金融监管的改革趋势,加快实施中国金融监管改革战略,建立和完善金融全球化背景下的国内金融监管框架,强化金融监管的国际协调与合作,为中国"开放型经济"发展提供金融安全保障,成为了极其重要的现实问题。本研究从考察危机后国际资本流动的格局变化与国际金融市场的发展动态入手,全面分析中国金融监管改革面临的机遇与挑战,并在此基础上提出了中国金融监管改革的战略构想。A significant change in the international economic and financial structures has occurred and in the meanwhile a new international financial regulatory framework has been basically established since the outbreak of global financial crisis. Therefore,for the purpose of safeguard Chinese development of open-economy,how should China respond to changes in the pattern of international financial development,follow the trend of international financial regulatory reform,speed up the implementation of the strategy of financial regulatory reform,establish and improve domestic financial regulatory framework under financial globalization,and strengthen international coordination and cooperation on cross-border financial regulation has become a very important and real issue. The study starts from examining the changing pattern of international capital flows and development trend of international financial markets,then comprehensively analyzes the opportunity and challenge of China's financial regulatory reform,and finally puts forward some strategic thoughts on Chinese financial regulatory reform.
