摘　　要：在社会转型期,我国面临着城乡协调发展、地区经济发展不平衡、社会收入分配差距拉大、社会利益关系复杂化等突出问题,迫切需要政府转型,由管制型向服务型转变,以实现有效治理,妥善化解各种经济社会矛盾,实现经济社会协调发展。公共服务型政府是以提供公共产品和公共服务为主要目标的政府;是由有限政府、法治政府、责任政府及透明政府等四个构成要素共同支撑的全新的政府治理模式。构建公共服务型政府还必须加强制度创新和体制创新。In transitional period, China faces some outstanding problems such as coordinated development between urban and rural areas, unbalanced development of regional economy, wide income gaps and so on. It forces the government to change from management-oriented model to service-oriented one. Public-service-oriented government is based on the government of supplying public goods and public service. It is a new kind of governance model.
