摘　　要：依据唐山地震、汶川地震等严重地震灾害的灾情分布与应急救灾资源配置的经验教训,探讨了应急救灾资源配置的基本规律。提出了应急救灾资源配置的同心圆模型、应急救灾资源需求与满足需求模型、利用与调拨序模型、抗震救灾指挥与组织机构模型以及综合模型。这些模型是地震应急救灾资源配置实践的总结与理性升华,对合理配置应急救灾资源有指导作用。The basic rules of emergency rescue resource allocation were discussed according to the disaster situation distribution of severe earthquake disasters,such as the Tangshan earthquake,the Wenchuan earthquake etc.and the experience of emergency rescue resource allocation.The concentric circle model of emergency rescue resource allocation,the model of demand and satisfying demand for emergency rescue resource,the model of utilization and allocation order,the model of earthquake relief command and organization and the integrated model were presented.These models are the summary and rise of earthquake emergency rescue resource allocation practice,which could be guide to the rational allocation of emergency resources.
