摘　　要：水利工程实施建设概算执行过程中,超概算(批准概算)现象普遍存在,分析总结水利工程建设超概算原因,在工程建设管理中采取相应防范对策,有效控制工程超概算是非常必要的。文中详细分析了水利工程超概算的原因,并提出了一些对策。In the process to construct a hydraulic project which has an approved project budget,the phenomena of over budget（ie excess of approved design budget） universally exist.Therefore it is very necessary to analyze and summarize the causes of over budget,to adopt corresponding protect measures and to effectively control over budget of project.The article analyzes the causes of over budget in detail,and presents some countermeasures.
