摘　　要：针对城市交通日益拥挤的状况,总结了交通拥堵带来的环境污染、资源消耗等负面影响,从优先发展高效的公共交通、完善和保护自行车交通体系及步行交通体系、发展绿色交通等方面提出了中小城市交通需采取积极的交通政策,以破解交通拥堵的难题。In light of increasing traffic jam conditions of domestic cities, the article summarizes its neglect impact including environmental pollu- tion and resource consumption and so on, and suggests to adopt positive traffic policies in small-medium cities from aspects of optimally developing high efficiency public traffic, improving and protecting bicycle traffic system and pedestrian traffic system, and developing green traffic and other aspects, so as to solve the traffic jam problem.
