温州市公民社会发展与县级政府建设

摘　　要：县级政府作为最贴近群众、贴近公民社会的政府机构,与公民社会有着密切关系。公民社会与县级政府的关系主要体现在精神纽带、民主参与和经济发展方面。温州市公民社会作为发展较为成熟的地区,具有经济、政治、社会等特点,在县级政府建设实践中有创新并积累了经验。温州市县级政府建设与转型应抓住公民社会起步早的良好契机,加快政府职能转型,加强与公民社会有效互动,提高行政效率。Being an institute which connects closely with the common people and is close to the civil society, the county-level government has a close relation with the civil society. Their relation presents in spiritual link, democratic participation and economic development. Wenzhou, as an area mature in the development of civil society, has its own features in the economy, politics and society. It has made reform and had some experience in the construction of county-level government. The construction and transform of the county-level government of Wenzhou should seize the good opportunity, speed up the transition of government function, strengthen its interaction with the civil society and reinforce the administrative efficiency.
