摘　　要：市场经济运行在我国 ,目前不仅存在着“市场失灵”问题 ,而且还有一个典型的“市场残缺”问题。解决我国政府宏观治理上的这一“两难”处境的思路 ,在于进一步解放思想 ,深化改革 ,创新体制 ;宏观经济模型应充分考虑包括制度因素和非制度因素等非经济变量 ;而经济微调、产业调整则应分别制定短期和中长期经济计划 。The operation of market economy faces not only the problem of “market dysfunction' but also the problem of “market insufficiency'. The key to the solution of these two questions is to emancipate our thinking, deepen the reform,and renovate the economic system. The macro-economy model should take into consideration such noneconomic variables as the system factor and non-system factor. The fine-tuning of economy and the industrial adjustment demand coordinated,short-term and long-run economic plans.
