代建制项目的全寿命周期性分析

摘　　要：从这几年的实践效果看,代建制相对政府直接管理方式而言,在投资控制和专业化管理方面的优势还是十分明显的,但也存在着一些问题。通过实例,对比分析得出了政府投资项目宜采用全寿命周期下的代建制的观点,提出了从全寿命周期角度完善代建制合同、建立全寿命周期的代建制监管制度和健全项目后评价评估体制等方面的政策建议。From several years＇ practical effects we know that Agent Construction System has more advantages in invest-controlling and specialization management comparing to the system that projects are managed directly by government. But the Agent Construction System also has some problems. By analyzing some examples, this paper comes to a conclusion that it would be better to manage government＇s investing projects based on project whole lifecycle. And this paper makes some suggestions based on project whole lifecycle about perfecting contracts, building supervision policies and Evaluating ＆ assessing projects for Agent Construction System.
